Training managers is crucial both from a strategic and a short-term, result-oriented point of view. Manager training stands right in the forefront of development activities: it is one of the most effective ways to renew public administration in terms of impacts and possibilities involved.
In 2007, the first steps were taken towards the elaboration of a training system for public administration managers, within the framework of an EU project. Some curricula were developed for two distinct target groups: for executives having more than 5 years-experience and for new managers having less than 5 years-experience, with the development of management skills in the centre. These programs are characterized by a modular system based on competence development, using training methodology.
The actual system of manager training is currently under revision, we tend to develop and enlarge the existing elements, thus creating a new managerial layer, sharing common values. The new manager training system is based on a triple structure: we offer differentiated training programs to different level of managers (new managers, experienced manager, top managers).
The main objective is to create an integrated, institutionalized manager training having closer ties with further trainings.
According to the current legislation, managers have to participate in further training once a year. By introducing a credit system we envisage strengthening participation motivation and formalizing managerial training in more conceptual ways. The most important innovation implies the extension of trainings to the highest level, reaching out to top managers: the introduction of a leadership training (management excellence training).
We tend to apply the knowledge accumulated so far in the international level while considering and respecting the special Hungarian characteristics of public administration by reconciliation of different approaches.
