The Common Assessment Framework (CAF) and the Balanced ScoreCard (BSC)

 Új ismeretekkel gazdagodott a közigazgatás-tudomány

 Az International Review of Administrative Sciences folyóirat tavaszi számában Donald J. Savoie, a kanadai Moncton-i Egyetem Közigazgatás és Kormányzás kutatás vezető elnöke méltatja a kötetet. 

„Minden tudományterületnek szüksége van bizonyos referenciapontokra, vagyis olyan meghatározó tudományos munkákra, melyek lefektetik az adott tudományterület legalapvetőbb pontjait, fontos betekintést nyújtanak, valamint előkészítik a terepet a további kutatás/munka számára. A komparatív közszektor-menedzsment különböző formáiról szóló szakirodalom rendkívül gazdag. A közszektor-menedzsmentet érintő reformtörekvésekről, az azokat alátámasztó elméletekről illetve azok erősségeiről és gyengeségeiről átfogó képre vágyó diákok és szakmabeliek számára ideális [e kötet] harmadik kiadása.”

A könyv első illetve második kiadásának olvasói már elismerik a korábbi munkák hozzájárulását e tudományterülethez. A harmadik kiadás előkészítése mögött komoly erőfeszítések húzódnak meg: a kötet nemcsak naprakész tartalommal és referenciákkal rendelkezik, hanem egyúttal betekintést enged a közszektor-menedzsment terén a közelmúltban hozott reformlépések erősségeibe és gyengeségeibe is.
 

A nyolc fejezetből álló kötet arra keresi a választ, hogy:

• hogyan adott ihletet a hálózatépítés (networking) terjedése és a „kormányzásra” (governance) helyezett hangsúly a közelmúltban tett menedzsment-reform kísérleteknek?
• miért lett a közszektor-menedzsment reformmenetrendje olyan széles körben felkarolva?
• hogyan befolyásolja a menedzsment-reform intézkedések megválasztását és megvalósítását az adott ország politikai-közigazgatási intézményi berendezkedése?
• milyen módon mérhető a kormányzati intézkedések hatékonysága, és mi befolyásolja ezek sikerességét?
• hogyan egyeztethető össze a közszektor-menedzsment átalakítása a politikával és hogyan lehet kialakítani a megfelelő munkakapcsolatot a politikusok és a közszférában dolgozók között? 

A Moncton-i Egyetem tudósa felhívja a figyelmet a könyv számos erősségére: a nagyközönség számára is érthető, olvasmányos módon íródott; ügyesen vezeti végig az összehasonlító szemléletet és egy széles, mindent magába foglaló szemszögből tekint a közszféra menedzsmentjére. A könyv harmadik kiadása időszerű, így minden bizonnyal nagyobb hatást gyakorol és szélesebb olvasói bázishoz fog eljutni, mint az első kettő. Mind a diákok, mind a szakmabeliek a közszféra számára fontos gyakorlati példákkal ismerkedhetnek meg a könyvből, hiszen a kormányok mindenhol azt keresik, hogyan biztosíthatnának szilárdabb alapot a napjainkra jellemző zűrzavaros társadalmi-gazdasági körülmények között. 

Donald J. Savoie szavait idézve: „A Public Management Refom című kötet kiemelkedik a témában kiadott könyvek közül azáltal, hogy rendkívüli pártatlansággal tekinti végig azt, ahogy tizenkét kormány megkísérelte a működésének átalakítását. A könyv kiállja majd az idő próbáját és elfoglalja helyét a közigazgatási témában íródott klasszikusok között.”

EIPA and the Bilbao City Council look forward to meeting you!

EIPA and the City of Bilbao are pleased to announce the first major International EPSA 2011 Knowledge-Transfer Conference that will take place in Bilbao. This conference, which is a joint venture with EIPA, is hosted by one of the EPSA 2011 Winners - the City Council of Bilbao. This event aims to bring together some 300 public sector representatives from all over Europe. Six EPSA “champions” and other public “excellences” will  enable the exchange of first-hand experiences and practices in local administrative achievements, as well as ensuring the extraction of lessons learnt in several domains.
